INTRODUCTION:
The 2004 Tarrant County TIF reports examine eighteen (18) Tax Increment Finance Districts within the County. The TIF Districts are located in 10 municipalities and have all been created since only 1995. There is much debate over the effects and success of TIF as and economic development tool. Given this rapid and extensive use of TIF in Tarrant County and the controversy of long-term sustainability, this study aims to evaluate property value growth patterns in the County with respect to the18 districts. Utilizing parcel level data from 1998-2004 and ArcView 9, GIS capabilities will allow rapid query, organization and performance of spatial and statistical analysis on selected parcel data. The analysis compares the performance of TIF and Non-TIF properties within the County to each other and amassed. Additionally, by comparing property value growth rates before and after TIF adoption the results can determine if TIF has been successful in Tarrant County to this point and also provide the basis for modeling growth patterns to test
the
implications of whether or how much it costs the greater region for the
economic development of TIF areas.
