PROBLEM STATEMENT

Partitions of political electoral district are a popular application for demographic data. The electoral district is divided into many pieces such as census tracts, blocks or block groups unit based on some different clustering variables. In most clustering variables, the area and population density involved in those pieces are the important factors to partition the electoral districts. For instance, in a big area, which includes many tracts, in the past, partition of political electoral district is based on each tract, however, following the big increase of population in Tract A and Tract B, which are contiguous, we have to consider to redistribute this area to balance the population density based on some criteria.
